Clean Energy - State Initiatives

States that support energy initiatives: that setup or allow the federal government to setup wind turbines, solar power, hydrogen power, clean coal, nuclear power, etc - that reduce their energy consumption by a certain factor, should be rewarded - and so should the people living in the state.
