Create certificates of deposit for every American with a Social Security Number
using the $700 billion in the current bailout proposed. The CD's would be locked
in at 3.5% APR for 10 yrs, except for earlier withdraw allowed for older Americans
by age and health and for those in financial distress (kinda like 401(k)).
