Read more »GARPA would be the GREEN advanced research projects agency, and its goal would be to invest and support the most wild, blue sky research, that no private investor would touch with a 10 foot poll, because its too risky, or too long term, or too expensive.
DARPA gave us the internet, so by any measure it has been highly successful for our country. Its budget should be vastly increased.

Read more »Make some sort of cooperative research agreements with various countries that might not normally communicate with each other to solve problems. We could fund most of the exchanges (scientists visiting each other's labs to learn or give advice and help) and much of the research. The possibilities would be endless. Examples:
